By default, when you remove someone from your Telegram chat (whether it's a group or channel), they are automatically banned and cannot rejoin unless the ban is lifted. Here's how to remove a ban:
Open Telegram and go to your group. Tap on the group photo at the top of the screen.
Click on the pencil icon in the top-right corner to edit the photo.
From the menu, select "Removed users."
A list of all the users who have been removed from the group will appear. Select the user you want to unban and click "Unblock this user."
That's it. Now this user will be able to join your chat again.
